ARENA PROPOSAL FACES CRITICISM.

SANTA CLARITA Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Many critics said they planned to attend the commission meeting tonight to air their concerns.

``Would you want a 1,200-seat arena right across the street from you?'' asked Betty Morrison, who lives across Placeritos Boulevard from the proposed 26,000-square-foot arena. ``There will be traffic all the time.''

Traffic concerns are paramount to most of the neighbors and members of the Placerita Canyon Property Owners Association, vocal opponents. To get to the proposed arena, people would have to come from the east and take 13th Street to San Fernando Road San Fernando Road is a major street in the city and county of Los Angeles. It starts off in Castaic as The Old Road, passing through Santa Clarita and the Newhall Pass, where upon its intersection with Sierra Highway near the junction of the Golden State (I-5) and the  over the railroad tracks.

Drivers cannot get to the private college campus from the west because Placerita Canyon Road is gated, and the college's faculty, staff and students cannot use that road.

City officials said that the arena would be restricted to school-related uses, and college officials have said they would not rent it out for concerts or theater productions.

The Newhall County Water District is also opposing the proposed arena, saying it will put further stress on the area's septic tank septic tank, underground sedimentation tank in which sewage is retained for a short period while it is decomposed and purified by bacterial action. On other issues, a final vote by the commission could come as early as tonight on a proposal to build 176 homes along Golden Valley Road near Sierra Highway Sierra Highway is a road in Southern California, United States. It runs from Tunnel Station near the north limit of the City of Los Angeles, where it intersects with San Fernando Road and Foothill Boulevard, as well as Interstate 5, and continues north to Mojave, mostly paralleling  and Green Mountain Drive. The planning staff has recommended that the commission send approval to the Santa Clarita City Council.

Several commissioners, however, have said they would be reluctant to approve the project before the developer, Zephyr Zephyr or Zephyrus: see Eos.  Newhall, and the William S. Hart Union High School District reach an agreement on fees. District officials have asked the developer to pay almost $1.7 million toward facilities for students from the 176 homes to attend school, but Zephyr Newhall officials say they only have to pay about $700,000.

Neighbors have asked the planning commissioners to restrict truck traffic and lower the speed limit along Golden Valley Road before giving the project the green light. Several also have asked the commission to make Golden Valley Road four lanes instead of six lanes.

Planning commissioners may call for the staff to research those issues before a vote.

Plans for a seven-acre park are expected to get commission approval tonight. Pamplico Park will have two half courts for basketball, a walking path, picnic tables and play areas.
