``The city obviously could make a determination to make it a condition of the project, but I don't think it's gotten to that point yet,'' said Dave Armanetti, director of development services for El Segundo-based Kilroy. ``There is agreement that it would be a beneficial use for the site.''

The city has been in exclusive negotiations with Kilroy to develop a plan that satisfies city officials and the community.

``I think there's a good possibility we can work something out,'' said Ed Johnduff, special projects manager for the city.

Kilroy's presented its plan for the 180,000-square-foot retail entertainment complex at an April 2 open house. The proposal included a 12- to 14-screen United Artists cinema, a Showscan virtual reality center, a fitness facility, restaurants, retailers and a six-level parking structure.
