AREA CRIME DECLINES IN '96 : PALMDALE, LANCASTER PLAN TO EXPAND PROGRAMS TO CURB RATE.

Crime in Palmdale and Lancaster fell slightly during the first six months of 1996 compared to the first half of 1995, mirroring the national trend, according to according to

But officials in both cities said more will be done in hopes of further cutting the rate of crime.

``It's always a No. 1 priority for us,'' Palmdale City Councilman David Myers said. ``It's going to be a continuing priority.''

In Lancaster, the number of crimes dropped from 3,026 in the first six months of 1995 to 2,975 during the first half of 1996, according to the FBI.

In Palmdale, the number of crimes dropped from 2,414 to 2,411. The statistics are preliminary, the FBI report said.

The city is also slated to receive an approximately $260,000 federal grant, which will be used to add two more deputies, Myers said.

Lancaster is using a $280,000 state grant to add a special two-person patrol car to combat street-gang activity.

The additional patrol would be an expansion of the city's TOP Bomb program, which provides a two-person squad car four to six times a week.
