In Los Angeles County, 59 percent of the monitored sites received poor grades for water quality on rainy days. In Ventura County, 20 percent of monitored sites received poor grades on rainy days. While public agencies have been able to improve dry-weather water quality with new equipment to catch and treat runoff, improving water quality during rainy periods is a much tougher task, officials said. ``The flows are so enormous, and ... to take care of them with a reasonable amount of infrastructure is very difficult,'' said Bob Horvath, head of technical services with the Los Angeles County Sanitation Districts.
