The plan centres on proposals for a partial one-year ceasefire which would have to be observed by Palestinian militant groups
The Militant Group was an early British Trotskyist group, formed in 1935 by Denzil Dean Harber, former leader of the Marxist Group, as an entrist group such as the increasingly powerful Hamas. The plan has been sketched out before and may go the way of previous ideas to end the violence. The Cairo negotiations, which started last year, are officially hosted by the EU but few are in any doubt that it is Sulaiman who is driving the talks. The Cairo talks and Sulaiman's attendance at the London conference take place against a background where Arab regimes, including Egypt, are deeply concerned by the potential for further violence and instability in the region in the event of a US-led campaign against Iraq.
