The Israeli army's chief of staff, Lieut. Gen. Shaul Mofaz, says a troop withdrawal from Lebanon expected by July will be complete and no Israeli bases will be left inside Lebanese territory to prevent attacks on Israeli border communities. (Lebanon and Syria have warned that they will not protect the border in the event of a unilateral unilateral /uni·lat·er·al/ (-lat´er-al) affecting only one side.

 Israel from south Lebanon says any Israeli attacks on south Lebanon would be met in kind. He says: "They drive us out of our homes, we drive them out of theirs. They bomb us, we will bomb them. They kill us, we will kill them ... They know we're not joking and we're not playing games". He did not say whether his guerrillas would be the first to attack by carrying on the fight to the border as some Israeli officials have warned. (Hizbollah has retaliated in the past against Israeli attacks on civilians in Lebanon by firing Katyusha rockets on northern Israeli communities. The Israeli army's chief of staff says the army was "deploying to the border between Israel and Lebanon, the line of outposts that existed between us and Lebanon. There won't be any army presence north of or on the other side of this line". Nasrallah warns that fighting will continue if Israel holds pockets of Lebanese territory. (Hopes for an arrangement that would ensure a smooth Israeli pullout faded when negotiations between Israel and Syria broke off in January.) On Apr. 7, State Department spokesman Rubin says that "it would be far preferable" if Israel could withdraw from Lebanon with peace agreements with Lebanon and Syria. Rubin says in a press conference in Washington: "Failing that, we are intending to work closely with PM Barak to see that there is a safe and orderly withdrawal of Israeli forces", adding: "And we expect all parties concerned to do what they can ... to see that any potential withdrawal is done in a safe and orderly fashion".
