``We're rehabilitating the pipe by installing a two-inch coating of cement mortar lining, which will arrest corrosion on the inside of the pipe,'' explained John Miller, southern district engineer for the Los Angeles Department of Water and Power The Los Angeles Department of Water and Power (LADWP) is the largest municipal utility in the United States, serving 3.9 million residents in 2006.
