APX Delivers Texas Renewable Energy Credit System to ERCOT.

(R)), a provider of electronic infrastructure services for the electric power industry, today announced that it has delivered the computer system for the implementation of the Texas Renewable Energy Renewable energy utilizes natural resources such as sunlight, wind, tides and geothermal heat, which are naturally replenished. Renewable energy technologies range from solar power, wind power, and hydroelectricity to biomass and biofuels for transportation.  Credit (REC) Program to The Electric Reliability Council of Texas The Electric Reliability Council of Texas (ERCOT) formed in 1970, as the successor to the Texas Interconected System (TIS).  (ERCOT ERCOT Electric Reliability Council Of Texas, Inc. ).

Delivery was completed April 10, nearly three weeks ahead of schedule, with the system meeting all tested functionality and reliability requirements at that time. ERCOT plans additional testing now that the system has been delivered.

A user-friendly Web portal See portal. , registration, and account management functions combine with verification from the meter data used in ERCOT's control infrastructure. Appointed by the Public Utility Commission of Texas as the REC Program administrator, ERCOT will use the system for data management and compliance tracking of Texas renewable energy requirements. Renewable power generators will accumulate and bank credits for trade with energy retailers and other REC Program participants -- all through secure online systems provided by APX.

Said Rosalie Day, APX Texas and Southeast U.S. regional director, "In developing this important system for ERCOT, we tailored the functionality and performance to the specific requirements of ERCOT. Just as importantly, we designed the system to be as easy to use as online banking."

The APX-supplied system will allow qualified members of the Texas wholesale power market to register for the REC Program at www.texasrenewables.com. There, generators will accumulate and record transfers of their credits, and retailers will record the credits they need to match their consumption requirements. Online account statements and other information will automate record keeping and compliance report preparation, saving time for participants and program administrators. The Texas REC Program aims to increase the installation of renewable energy technologies by an additional 2,000 megawatts by 2009.

ERCOT expects to open the REC Program Web site for registration purposes April 23. A kick-off meeting for participants is planned for early May. Participants may begin banking credits effective July 1, 2001. A timeline detailing the full implementation of the REC Program will be available on the Web site.
