APPLICATIONS FOR NEW TELECOM LICENSES.The Office of Utilities Regulation (OUR) in Jamaica invites applications for the following "Phase II" telecommunications licenses: (1) domestic carrier (issued for fixed facilities); (2) domestic voice service provider (issued for fixed services); (3) internet service provider Internet service provider (ISP) Company that provides Internet connections and services to individuals and organizations. For a monthly fee, ISPs provide computer users with a connection to their site (see data transmission), as well as a log-in name and password. . The current invitation may be viewed as being the second of a three phase move towards full telecom liberalization lib·er·al·ize v. lib·er·al·ized, lib·er·al·iz·ing, lib·er·al·iz·es v.tr. To make liberal or more liberal: "Our standards of private conduct have been greatly liberalized . . . in Jamaica, scheduled to occur in March 2003.
