BURBANK -- A developer planning a three-story office building in the Magnolia Magnolia, city, United States
Magnolia (măgnō`lyə), city (1990 pop. 11,151), seat of Columbia co., SW Ark.; inc. 1855. Its oil industry has been important since 1938.
 Park neighborhood said Tuesday he intends to appeal to the City Council after the city Planning city planning, process of planning for the improvement of urban centers in order to provide healthy and safe living conditions, efficient transport and communication, adequate public facilities, and aesthetic surroundings.  Board denied his project amid opposition from local residents.

The panel's 5-0 decision Monday night rejecting the 19,300-square-foot building with three levels of underground parking proposed for the 4200 block of Magnolia Boulevard was a victory for nearby homeowners, who called the project a potential eyesore eye·sore

``We're happy about it,'' said Beverly Hartley, who has lived on adjacent Evergreen Street for 10 years. ``But we're on guard.''

Hamlet Zohrabians, the architect representing Glendale-based property owner John Andraos, said he was surprised by the board's decision. The proposal met all local zoning rules and won recommendation for approval from city planners.

The proposed building was within the 35-foot height limit for the area and followed orientation and parking guidelines. The developer also agreed to change the exterior from contemporary to Spanish-style to match surrounding architecture.

``Everything came back favorable,'' Zohrabians said Tuesday. ``They recommended it. ... You don't fine-tune all these details unless you were good to go.

``We're taking this to the City Council.''

The emerging conflict over the building proposed on a 12,500-square-foot lot now occupied by a vegetable stand comes as the city lays out plans to remake re·make
