"This failure to comply with the FCC's rules could not be more
egregious and the incredible arrogance these carriers have
shown in thumbing their noses at the FCC is truly profound. In
addition to collecting our unpaid compensation, we hope and
expect the FCC will soon begin imposing significant penalties

Mr. Nichols went on to note that the FCC's payment rules are designed to implement the long standing congressional mandate supporting the widespread deployment of payphones, which remain a critical component of the communications infrastructure relied on by the American public, and that APCC Services is committed to collecting all of the payments that independent payphone operators are entitled en·ti·tle
