``We can't make a good decision until we get the final numbers,'' Councilwoman Shelley Sorsabal said.

City staff members also want to work with SCAG to draft reform legislation for housing law and to update the city's design requirements for apartment construction. Additionally, workers want to determine if there is a way to maintain a specified ratio of single-family homes to apartment units.

The moratorium was first enacted in March 1999 for 45 days, and was later extended until this March. The new extension is the last allowable under state law.

Last month, the City Council reduced the amount of land available for high-density housing by more than 200 acres - all on the city's east side and most of it along the Avenue R corridor.

Palmdale officials began looking at the amount and location of land zoned for apartments last year after a 200-unit complex proposed at Avenue R and 42nd Street East drew opposition from nearby homeowners.

The apartment complex was eventually approved, but the city enacted the moratorium blocking other apartment construction to allow time to study zoning issues.
