ANTI-TERROR PANEL FORMED IN BURBANK.

BURBANK - Burbank's top city administrators have formed a security council in the wake of an FBI advisory to stay on the highest state of alert to thwart terrorist acts, officials said.

In a memo made public Tuesday, City Manager Robert ``Bud'' Ovrum wrote that he does not expect large-scale terrorist attacks in Burbank but is concerned about the potential for isolated incidents.

Security council members include the city's police chief, Tom Hoefel, and the Burbank Water and Power general manager, Ron Davis.
