ANTI-GANG FUNDING QUESTIONED DELGADILLO CRITICIZES MAYOR'S BUDGET.

Insisting it was a matter of policy rather than politics, Delgadillo said he will appeal to the City Council to give his office $3.7 million more than the nearly $97 million Villaraigosa proposed.

Under Villaraigosa's $6.78 billion budget, most departments would see their spending grow by 1 to 3percent. Several others, however, would be cut, some as much as 11percent.

"What the mayor's budget team is proposing is like asking the school district to build more schools but not provide the teachers," Delgadillo said at a City Hall news conference where he was flanked by 14 staff members.

"When I heard the mayor's State of the City address on Wednesday night, I was inspired -- inspired by his vision and his energy. When I saw this budget, I was disheartened dis·heart·en

Delgadillo said the proposed budget cuts money for seven gang prosecutors, three school prosecutors and 15 other prosecutorial pros·e·cu·to·ri·al

"I'm a good recruiter," Delgadillo said, "but I can't convince people to work here for free."

 Parks, chair of the Budget and Finance Committee that will review the mayor's spending plan, said it is too early to comment on specific issues.

"We are just beginning to analyze the budget to see what it contains," Parks said. "I think we have to look at the revenue assumptions it is based on before we start looking at how we spend the money. And I want to see where it fits in with the City Council's budget priorities."
