Thousand Oaks now has four charging stations. The three others are at City Hall, Saturn of Thousand Oaks on Thousand Oaks Boulevard, and at the General Motors Building on Marin Street.

The county's other charging stations are located at Costco stores in Oxnard, Simi Valley Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969.  and Westlake Village, at the Oxnard Hilton, and at Saturn of Oxnard.

The newest location is a departure from the the usual spots electric vehicle owners find stations outside of their homes. Normally they are put on municipal property or at dealerships where the cars are sold.

Watts said the shopping center was chosen because its clientele might be able to afford the high lease rate. Further, shoppers will likely be inside the building long enough for a car to charge over two to three hours.

``We're always going to have gas vehicles, and they're always going to be the majority of the market,'' he said. ``But they won't be the share of the market they are now. Electric vehicles will be a small, but significant part.''

The Oaks station has been in service for nearly three months. The two chargers are located at the entrance to the United Artists Theatre entrance, and are marked by signs. Parking is limited to EV cars only.

There will be a formal dedication ceremony at 10 a.m. Saturday, followed by an opportunity for people to test drive the Saturn EV1.

Electric vehicle advocates said government agencies and the private sector have to work together to improve the technology that often drives people away from trading in gas-powered cars for electric vehicles.

Although the cars have the advantage of running cleaner and having virtually no maintenance requirements, they also have a low mileage range of 70 to 120 miles on a single charge and the lease rate ranges from $400 to $450 a month.
