The eight-point program calls for eradicating poverty and hunger, achieving universal primary education, promoting gender equality, reducing child mortality, improving maternal health, combating AIDS, ensuring environmental sustainability and developing a global partnership for development.

``These represent a set of principles which are simple, but are powerful objectives for every man and woman in the world. These goals are people- centric.''

Annan, who is serving in his second term as secretary-general, was scheduled to be in Los Angeles two days to build support for his organization and to explain its position and efforts to eliminate land mines and deal with the international AIDS health crisis.

Hahn, who presented Annan with a replica of City Hall to commemorate his visit, took note of the difficult times in which Annan is serving, with the U.S. war against terrorism and other international strife.

``The whole world admires the work (Annan) has done over the years, in some of the most difficult times the world has seen,'' Hahn said.

Council President Alex Padilla also thanked Annan for his efforts.

``He is one of the world's great leaders,'' Padilla said. ``In this post-Cold War era The Post-Cold War era is a time period following the end of the Cold War.
