Denise Esswein is that someone else. The 70 volunteers with Concerned People for Animals form a network working through phone calls from those who have lost a pet and those who have found one. ``I always encourage people to hold the dogs, not to take them to the shelter, because animals get put down every day,'' Esswein said. ``They don't have a good chance at adoption because the competition is stiff.'' Esswein and her husband, Robert, a tax accountant, have lived in Simi Valley Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969. for 11 years. She is the mother of four, including 2-year-old twin boys. Her household also has a menagerie of cats, dogs and rabbits. Her business, Animal Nannies, a service that provides feeding, walking and care of pets while their owners are away, fits right in with her love of animals. ``Having tags on an animal is important,'' said Norma Worley, animal control officer supervisor for the department. ``Animals with tags get an automatic 14-day hold and a better chance of finding their owner.'' Worley offered advice on other ways to put out the word on lost or found pets.
