ANGELS NOTEBOOK: FIRST ERSTAD SIGNS, WILL WASHBURN TOO?

    Washburn (14-3, 3.13 ERA) is eligible for arbitration after this season, and with every solid start he makes, his offseason price tag goes up. He previously played seven seasons with the Oakland Athletics. .

    If Stoneman has designs on such a deal, he's not willing to say so publicly.

    ``There's two ways to go here with someone coming into arbitration,'' he said. ``One, if you go one year at a time, you know whatever you pay them is commensurate with their performance (from the previous year). The other is speculative. You're going to guarantee the money for a certain amount of time and expect the performance.

    ``But the only guarantee is the money you're paying out.''

    Washburn is making $350,000 this season and he figures to add another zero to that this winter, assuming a new labor agreement retains present market conditions. Seattle's Freddy Garcia avoided arbitration last offseason by signing a one-year, $3.8 million contract, reportedly a record for a first-year arbitration-eligible pitcher. Going into this season, Garcia's career record was 44-19; Washburn's career record is 42-23, and he has about 10 more starts left this season.

    Garcia is the Mariners' undisputed No. 1 starter and Washburn is closing in on that status with the Angels.

    ``He's having a heck of a year,'' Stoneman said. ``We'll leave it at that.''
