ANGELS' PHILLIPS TO SEE DOCTORS.

Byline: Marc J. Spears Daily News Staff Writer

Leadoff hitters must possess certain traits to be successful: they must reach base at a proficient rate and be able to steal bases.

Keith Anthony ("Tony") Phillips (b. April 25, 1959 in Atlanta, Georgia) is a former Major League Baseball utility player who had an 18 year career from 1982 to 1999. He played first base, second base, shortstop, third base, outfielder and designated hitter.

     spokesman Rich Levin said Monday.

. He could avoid prosecution if he is enrolled in a treatment program that usually takes 15 to 30 days to complete.

``All I know is Phillips will meet with the Players Relations Committee and the Players Association Tuesday and will see two doctors,'' Levin said. ``Then they will decide on what program he will be involved with.''

Late Monday, Louis Melendez of the PRC's associate council said, ``We're working on it. We have to speak to the people involved and make sure the arrangements can be made.''

Anaheim Police Lt. Dave Sverson said the Major League Players Association called Monday to get copies of the police reports on Phillips which were not available for release. Phillips could be granted a diversion if he completes a drug program which would allow him to serve no jail time, no probation and the charges to be dismissed. But if convicted, he could face up to a year in jail, a $1,000 fine and community service.

``Clearly from our perspective, from what we saw that night and what we gathered from discussions with our informant, the man has a problem,'' Sverson said. ``The bottom line is that he may want to get well and that should be his primary concern if he does have a drug problem.

``Legally speaking, if this is his first offense, the system encourages him to go into diversion and get treatment. If that is what he is doing, it will work a long way to mediate his criminal case.''

Phillips was arrested without incident, transported to the Anaheim Police Temporary Detention Facility and booked for that charge. Phillips posted bail and was released several hours later.

According to the Anaheim Police, the case will be forwarded to the Orange County District Attorney's Office this week for review. Anaheim Sgt. Joe Vargas said Phillips' arraignment A criminal proceeding at which the defendant is officially called before a court of competent jurisdiction, informed of the offense charged in the complaint, information, indictment, or other charging document, and asked to enter a plea of guilty, not guilty, or as otherwise permitted  date is Sept. 18 at the North Orange County Municipal Court in Fullerton.

Phillips returned to his home in Scottsdale, Ariz., after his release and did not accompany the team to Chicago, where the Angels face the White Sox tonight. Angels spokesman Bill Robertson wasn't aware of Phillips' possible examination. Angels general manager Bill Bavasi, who is in Chicago, and Phillips' agent Tony Attanasio refused to comment.

``You're innocent until proven guilty,'' Robertson said. ``The decision to have him in Chicago is one of Bill Bavasi's and (Angels manager) Terry Collins'. As for him playing, well, Terry makes up the lineup card.''
