Hydrodev's proposal for the Chute Martine hydroelectric development project was in fact selected in 1993 by the Quebec Government, following the call for tenders issued under the Small Hydroelectric Plants Program, which was eligible to the "APR-1991" rate.

Hydro-Quebec refused, first in December 1994 and again in May 1995, to sign the electricity contract it had itself submitted to Hydrodev, preventing finalization Writing the table of contents (TOC) on a recordable CD or DVD disc. The finalization process ensures that the disc can be played back on most CD and DVD players. See disc-at-once.  of the project, even after it was served with a formal notice by Hydrodev.

While reserving all its actions against Hydro-Quebec and the Government, the Hydrodev limited partnership made the decision to permanently abandon any further efforts to advance the project due to the context created by various statements made by the Quebec Government, as well as its uncompromising attitude and the repeated refusal of Hydro- Quebec to sign the electricity contract negotiated with Hydrodev.

However, Mr. Michel Belley confirmed that the Corporation Regionale d'Investissement Amisk Inc. would still be willing to consider other profitable development projects with job creation potential for the Saguenay-Lac-St-Jean area in the energy production sector.
