ICAO is an agency created by the United Nations in 1944 to promote the safe and orderly development of international civil aviation, and it works closely with the Federal Aviation Administration Federal Aviation Administration (FAA), component of the U.S. Department of Transportation that sets standards for the air-worthiness of all civilian aircraft, inspects and licenses them, and regulates civilian and military air traffic through its air traffic control  (FAA) in the United States. ICAO first identified the need for a satellite-based aeronautical communications network to replace less reliable and more costly terrestrial circuits in 1995. The MEVA II project will allow for the integration of air controller voice and data traffic, and will greatly enhance the "hand-off" of flights from air controller to air controller. It will also significantly extend the range of line-of-sight aircraft communication through the use of satellite-based repeater terminals.

MEVA is an acronym for the Spanish phrase "Mejoras a los Enlaces de Voz ATS", meaning "Improvement to ATS Voice Link." The MEVA II project is an important part of the member countries' efforts to effect a gradual migration from legacy communication technology to more widely adopted protocols.
