Judith Cahill, executive director of the Academy, said, "We believe this web-based library will be an invaluable resource for our members and for public policy makers who are studying the changing dynamics of how drugs are paid for in various public programs and the private market." The materials in the database were used to develop a white paper the Academy will shortly release describing these existing payment systems, and the potential impact of proposed changes to these systems, now that the AWP methodology is under serious scrutiny and will likely be replaced.

The majority of the documents in the library reside in the public domain. The collection, which the Academy will periodically update, currently includes excerpts from approximately 280 resources. Materials were gathered from think tanks, public entities, associations, private organizations, news sources, professional journals and academic sources.
