Marris and Brooks were kidnapped from a hilltop teen hangout in Quartz Hill just after midnight Aug. 1, two days after the governor discussed with Los Angeles County sheriff's officials about how the system will work.

``We were all emotionally committed to seeing whether this would or would not work,'' Davis said. ``Fortunately it did work and with great results. If people tell you the Amber Alert System doesn't matter, tell them to ask Jacqui Marris. She'll tell you it does.''

In every case the children were recovered safely, officials said.. In at least two cases the abductors let their captives go after seeing signs displaying their vehicles' description and license plate numbers.

Also at the ceremony were former Assemblyman George Runner, who had authored legislation creating the system, and Assemblywoman Sharon Runner, who succeeded him. She has authored legislation to raise money for improving the system through selling special Amber Alert license plates.

``Many of these smaller rural communities that can't afford the equipment will benefit from this,'' said Sharon Runner, R-Lancaster.
