Trying to lower city utility bills, Palmdale officials are experimenting with generating their own electrical power.

``We think we have a very, very friendly low-emission engine,'' said E.W. ``Bud'' Wheeler, Engine World's vice president and chief financial officer.

The engine makes about as much noise as a car passing by at 30 mph, Williams said.

Engine World, which has offered to operate and maintain the power plant for the city for $1,500 a month, says it will last for five years in operation and go about two months between servicing, Williams said.
