The conference, which features 100 U.S. and 100 foreign representatives, will begin Thursday and run through Saturday.

``We've never had a world conference,'' Chavira said. ``We can borrow from good practices elsewhere.''

Sponsored by the World Health Organization and a variety of alcohol policy organizations, the conference will look at such issues as underage drinking, the connection between alcohol and violence, alcohol marketing, health claims for alcohol use, alcohol production and distribution partnerships, and alcohol-related public health policies abroad.

``Representatives were selected from existing networks of alcohol policy activists in the U.S.,'' said David Jernigan of the Marin Institute, one of the event organizers. ``We chose people who were doing work in alcohol policy that would be of interest to other countries, people who understood the role of the alcohol industry, and people who expressed interest in international issues.''
