 effort to quell the armed revolt in the southern part of Albania, President Sali Berisha Dr. Sali Ram Berisha  (born October 15, 1944) is the Prime Minister of the Republic of Albania. He was also the president of Albania from 1992 to 1997.  on Sunday proposed a plan for a transitional government and national elections.

Berisha was shown on national television sitting at the head of a table in Tirana, the capital, with the opposition leaders sitting around him. But the president's concession appeared to be too little and too late to placate pla·cate

 the rebellion centered in this port town on the Adriatic Sea Adriatic Sea (ādrēă`tĭk), arm of the Mediterranean Sea, between Italy and the Balkan Peninsula. It extends c.500 mi (800 km) from the Gulf of Venice, at its head, SE to the Strait of Otranto, which leads to the Ionian Sea. .

Rebel leaders here said that they were still demanding his resignation. Berisha, a hard-line leader, is widely blamed for failing to curb fraudulent financial schemes that have cost most Albanian families, the poorest in Europe, their savings and livelihoods.

``Our people don't believe Berisha and our demand is that he leave,'' said Petrut Agaj, a naval commander who has joined the rebels and is now organizing the defense of Vlore against the president's forces.

Agaj was patrolling a zone east of the town on Sunday dressed in a black parka and traveling in a green Mercedes driven by a young armed driver.

He said that the rebels in the south would give up their ``limitless'' cache of weapons, confiscated con·fis·cate

Rebel leaders in the other major southern cities of Sarande and Gjirokaster also were cool to Berisha's offer, which was made after two days of diplomatic pressure by European officials.
