ALATORRE URGES CITY TO REPAY AIRPORT FUNDS.

Responding to a threat from the federal government, a city councilman Friday called upon the city of Los Angeles

 to return $30.3 million to the Department of Airports to ensure that federal grants are continued.

``Because of the potential short-term and long-term impacts on city programs and services, it is imperative that the city immediately return these funds,'' said Councilman Richard Alatorre Richard Alatorre is a politician, and a member of the Democratic Party. Alatorre has served as a member of the Los Angeles City Council. He was the first Latino to serve on the council in 23 years. .

His proposal will be considered by the City Council's Budget and Finance Committee.

The City Council agreed to transfer the airport money to the city's general fund but has since held the money in a special account.

Alatorre said the Federal Aviation Administration Federal Aviation Administration (FAA), component of the U.S. Department of Transportation that sets standards for the air-worthiness of all civilian aircraft, inspects and licenses them, and regulates civilian and military air traffic through its air traffic control  contends that the transfer is illegal, and federal officials have threatened to withhold $60 million in grants to the Airports Department unless the money is repaid.

In a related development, Mayor Richard Riordan Richard J. Riordan (born May 1, 1930) is a Republican politician from California, U.S. who served as the California Secretary of Education from 2003–2005 and as Mayor of Los Angeles from 1993–2001. Riordan ran for Governor of California unsuccessfully in 2002.  said he was returning $1.1 million in money transferred to the city since October in parking ticket fines.

That transfer and the airports transfer prompted federal officials this week to freeze $70 million in funds to the Metropolitan Transit Authority.

 them,'' Riordan said, ``but we'll return the money and fight it out administratively.''
