Theodore Holmes, 55, was named vice president, customer service, and Ernest E. Rummler, Jr., 48, was named vice president, manufacturing planning and steel sourcing. The company said both are new positions. In addition, James L. Wainscott, 42, was named senior vice president, treasurer and chief financial officer. Mr. Wainscott had been vice president, treasurer and chief financial officer. Mr. Holmes joined the company in 1973 in sales, and progressed through a number of positions in commercial, quality and productivity and manufacturing planning.
