AIRPORT WINS ROUND IN EXPANSION BATTLE.

Airport officials hope to build a new terminal three times the size of the current one.

The airport's plans are opposed by the city of Burbank, which is fighting expansion because of complaints by residents about noise, traffic and pollution at the airport. Burbank city officials have tried unsuccessfully to block the land sale.

The latest court action comes in a dispute between Lockheed Martin and the Burbank-Glendale-Pasadena Airport Authority.

The authority filed an eminent-domain action against Lockheed Martin last summer, saying negotiations for a sale price had reached an impasse im·passe

Burbank City Manager Robert ``Bud'' Ovrom downplayed the significance of the airport's announcement.

``Possession of this property is a very important step in the overall process leading to our new terminal, and it makes our recent commencement of conceptual design for the project all the more meaningful,'' said Thomas Greer, executive director of the airport.

The court decision is the latest victory for the airport, which recently received tens of millions of dollars from the Federal Aviation Administration Federal Aviation Administration (FAA), component of the U.S. Department of Transportation that sets standards for the air-worthiness of all civilian aircraft, inspects and licenses them, and regulates civilian and military air traffic through its air traffic control  to support its expansion effort.

The Airport Authority was created by the state to run the airport. The city councils from Glendale, Pasadena and Burbank each appoint three members to sit on the nine-member commission that oversees the airport.

Pro-expansion commissioners from Glendale and Pasadena have been routinely out-voting the expansion opponents from Burbank on this issue.

The eminent-domain lawsuit is one of several pending on expansion. The city and the airport are locked in a costly legal battle over whether the city has land-use jurisdiction over the expansion proposal.
