Airport owner Wayne Spears plans to add 18 aircraft storage hangars to its present 37, build a 20-room hotel and restaurant and create a 250,000-square-feet area to tie down airplanes.

Filming will be limited to a maximum of 30 days a year in addition to the time crews spend preparing and breaking down their operations. Sales of alcoholic beverages will be banned unless a special permit is obtained and the restaurant hours will be limited to 7 a.m. to 10 p.m.

Among the violations reported in recent years at the airport -- which was then under different ownership -- were a failure to obtain film permits, inadequate security for special events and illegal construction of hangars and other facilities.
