Large increases in budgeted legal and public relations costs reflect the continuing disputes over expansion plans, which have been fought by the city of Burbank.

Public relations and advertising costs will jump $148,000 to $556,000.

The budget will later be formally considered by the airport's nine commissioners.

The biggest single budget item continues to be the cost of land and design work for the airport's planned 19-gate replacement terminal, with $42 million budgeted.

The ultimate cost of the 130 acres slated for the new terminal is the subject of ongoing litigation between the Airport Authority and former owner Lockheed Martin, Greer said.

The airport's operations and maintenance budget has been reduced by $800,000, thanks to a renegotiated contract with Glendale-based airport management company AGI (Artificial General Intelligence) A machine intelligence that resembles that of a human being. Considered impossible by many, most artificial intelligence (AI) research, projects and products deal with specific applications such as industrial robots, playing chess, , and the decision to contract out the airport's parking operations.

The cost of sending airport commissioners, including Pasadena council members Chris Holden, Joyce Streator and Bill Paparian, to airport-related conferences will remain $106,000.

The airport, which is in Burbank, is jointly controlled by Pasadena, Glendale and Burbank. It serves about 5 million passengers a year.
