AIRPORT AREA HOUSING PLAN HITS TURBULENCE; VAN NUYS RESIDENTS, PILOTS UNITE AGAINST PROPOSAL.

Stein, who holds an option to buy the property from the owners of the nursery, denied proximity to the airport is a problem.

The argument about danger from crashing planes doesn't make sense coming from people who already live in the flight path, he said. ``Everything there is already housing,'' he said.

He said the site is outside the zone where jet noise is 65 decibels so special insulation is not required but probably will be used because of street noise.

Stein said the four-bedroom homes will be separated by 10 feet and will have front and back yards.

Del Valle and Workman said the project has been ``fast tracked'' for Stein, an Encino lawyer who ran for city attorney last year.

Councilman Hal Bernson Hal Bernson served as Los Angeles City Councilman for the 12th district. He was chair of the Transportation Committee. Prior to being on the City Council, he served in the Navy.

Stein denied he is getting special treatment, and that the speed-up saved him only three weeks in delays.

``(It) will fill a need at a time when there is a shortage of single-family homes and prices are going through the roof,'' he said.
