AIRPORT'S PLAN TO BE STUDIED AUTHORITY SETS REVIEW.

VENTURA - The Oxnard Airport Oxnard Airport (IATA: OXR, ICAO: KOXR, FAA LID: OXR) is a public airport located one mile (1.6 km) west of the central business district (CBD) of Oxnard, a city in Ventura County, California, USA.  Authority will take the next few months - and will schedule a retreat - to review a proposed mission statement that calls for closing the airport by Aug. 1, 2005.

The review of the statement, which also calls for limiting new services, comes as out-of-state flights were approved for the regional facility and amid escalating debate over the airport some say no longer fits the area. Earlier this month, the county's airports director stepped down.

It was approved on a split 5-3 vote, with the airport users opposed and two absent.

The airport authority is expected to forward the final version to the Board of Supervisors.

Supervisor Judy Mikels criticized the committee for the recommendations she said are not under its authority.

``That is not a mission statement,'' Mikels said. ``That is an operations policy, and only the Board of Supervisors can do that. The committee far overstepped its bounds.''

This week, the Board of Supervisors approved a lease with Mesa Airlines Mesa Airlines is an American airline based in Phoenix, Arizona, United States. It is a FAA Part 121 certificated air carrier operating under air carrier certificate number MASA036A issued on June 29 1979. It is a subsidiary of Mesa Air Group.  to provide out-of-state flights at the airport that previously offered only service locally. Two round-trip flights a day from Oxnard to Phoenix are expected to be offered in December.

The board on Tuesday will consider approving a federal grant to fund facility improvements such as access for the disabled and infrastructure.

Alan Wingo, chairman of the committee and one of those representing the community, said he wants the entire document reviewed.

The statement also includes a proposal for no new capital improvements.

``My No. 1 concern is that the entire mission statement be considered,'' Wingo said. ``There's been so much attention over the less than 10 percent that calls for the closure of the airport. I want the other 90 percent taken very seriously.''
