While the money for the new Integrated Hardware In-the-Loop Avionics Test facility will come almost entirely from private industry - the Air Force will contribute about $15 million - the equipment will belong to the government and will be available for use in other aircraft test programs, officials said.

``From a contractor's viewpoint there's not a strong desire to be the owner of a lot of brick and mortar See bricks and mortar. ,'' said John Peiper, Lockheed Martin's system test product manager.

The new test facility will add only 10 to 12 additional personnel at Edwards, but it will create a capability that could attract new aircraft testing work to the base, a Pentagon official says.

``I think it'll really aid the F-22 and bring business there in the future,'' said Jack Manclarke, director of Air Force testing and evaluation. ``It was a major coup to get them to build it at Edwards.''

Lockheed Martin chose Edwards for the test facility over Marietta, Ga., where the F-22 is assembled.

 to stimulate the F-22's electronic equipment, allowing test personnel to replicate flight missions while the aircraft stays on the ground - much cheaper than flying.

IHAT will allow testers to simulate missions involving high numbers of potential threats, such as enemy fighters, without the expense of flying additional aircraft and under controlled conditions.

Test personnel can evaluate everything a pilot needs to conduct his mission, including radar sets, communication gear and targeting systems.

``It will stimulate the sensors that collect data and sort the information. It's a stimulator, not a simulator (1) Software that enables the execution of an application written for a different computer environment. Same as emulator.

(2) Software that models the interactions of hypothetical or real-world objects or business processes.
