 Air Quality Management District celebrated the launch of its Environmental Scholarship Program by awarding $15,000 to Antelope Valley College Antelope Valley College is a comprehensive community college located in Lancaster, California, USA.  Joint Unified School District A unified school district is a school district which includes both primary school (kindergarten through middle school or junior high) and high school (grades 9-12). In Illinois, these districts are called unit school districts. .

The presentation was made during a Jan. 15 luncheon that marked the agency's name change from Antelope Valley Air Pollution Control District.

Funds for the new scholarship program originate from fines collected by the district through the settlement of air pollution violations in the region.

During the course of settling enforcement actions, a violator may agree to an alternative form of penalty known as a ``supplemental environmental project'' as part of the settlement, officials said.

Environmental education scholarship funds are one type of project allowed under polices of the U.S. and California environmental protection agencies, officials said.

During the Jan. 15 ceremony, AVAQMD Air Pollution Control Officer Chuck Fryxell and Operations Manager Bret Banks presented $10,000 to AVC (1) (Advanced Video Coding) The video compression techniques used in the H.264 standard, jointly developed by ISO and the ITU-T. See H.264.

(2) (Audio Visual C
 for the establishment of a scholarship endowment fund. The endowment fund will finance annual scholarships.

Snowline Joint Unified School District, which is located just north of Wrightwood, received $5,000 for a scholarship fund for seniors interested in college degrees in environmental science or a related field.

The scholarship program is expected to be expanded to help students attending California State University Enrollment
 campuses and other schools within the district's boundaries.
