The presentation was made during a Jan. 15 luncheon that marked the agency's name change from Antelope Valley Air Pollution Control District. Funds for the new scholarship program originate from fines collected by the district through the settlement of air pollution violations in the region. During the course of settling enforcement actions, a violator may agree to an alternative form of penalty known as a ``supplemental environmental project'' as part of the settlement, officials said.
