AID SOUGHT FOR ROADS AND AIRPORT; MCKEON LEADS LOBBYING.

Rep. Howard ``Buck'' McKeon is lobbying for federal transportation money on two fronts - the air and the ground, he said Monday.

``We've got the land, the people and the geography'' to support a regional airport in northern Los Angeles County, McKeon said during a meeting with the editorial board of the Daily News.

``The question we have to ask is are we trying to expand LAX or are we trying to fix a regional problem.''

Los Angeles Mayor Richard Riordan and that city's Department of Airports are drafting plans to expand LAX to meet a projected 30 percent growth in passengers over the next 10 years. The LAX master plan for $12 billion in development is set to be released in September.

The project could include a high-speed rail to take passengers to Palmdale. In the end, the cost would be comparable to expansion of LAX, he said.

``But somebody has to take the time and think about it,'' McKeon said. ``It doesn't take much to figure out that $1 billion in Palmdale goes a lot farther than $1 billion at LAX.''

Is the congressman optimistic?

``There's always a chance,'' he said. ``But the mayor (Riordan) is a pretty powerful guy.''
