The Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  decided Friday to further study a proposal rather than committing now to a legal challenge of the 3,050-home Ahmanson Ranch Project in neighboring Ventura County.

The motion already had been endorsed in concept by Mayor James Hahn For the Iowa politician, see .

James Kenneth "Jim" Hahn (born July 3, 1950) is an American politician from the Democratic Party. He was the Deputy City Attorney (1975-1979), City Controller (1981-1985), City Attorney (1985-2001) and Mayor of Los Angeles, California
, who held a news conference with Zine in late October, where they vowed to stop the project.

``This is simply a matter of corporate greed,'' Zine said in asking the council to support him in opposing Ahmanson Ranch, which also would include thousands of square feet of retail and office buildings. ``(Developer) Washington Mutual “WaMu” redirects here. But some council members were reluctant to commit to a lawsuit right now.

In particular, Councilwoman Ruth Galanter Ruth Galanter was a city councilwoman from Los Angeles. She served as President Pro-Tempore and President of the city council.  pointed out that the region is facing a housing crunch for people at all income levels and that the council should study its options before rejecting the development outright.

``The housing shortage is not going to be solved if we say no to every project,'' Galanter said. ``We have a serious housing problem here. We cannot solve it by creating a housing trust fund alone.''

Under an amended motion submitted by Zine, the proposal will be discussed by a number of council committees, including the Planning and Land Use Management, Environmental Quality and Waste Management, and Budget and Finance committees. It will return to the council in early December, after the Ventura County supervisors have voted on whether to approve the amended environmental report.
