AGREEMENT REACHED IN DELMARVA POWER & LIGHT BASE RATE CASE

 WILMINGTON, Del., Oct. 5 /PRNewswire/ -- An agreement resolving all issues in the pending Delmarva Power & Light Company (NYSE: DEW) rate increase request has been reached among the participants and approved by the Delaware Public Service Commission.
 The agreement calls for a general rate increase of $24.9 million. A key part of this case was the inclusion in rates of a new, fuel- efficient power plant -- Hay Road 4. When offset by the fuel savings associated with this plant included in the lower fuel rates that became effective in June, the net increase in revenues is approximately 3.7 percent.
 The agreement was reached among the Office of the Public Advocate, industrial customers, and Delmarva Power with the assistance of the commission staff which recommended favorable consideration by the commission.
 For a residential non-space heating customer using 750 kilowatt hours of electricity per month, the monthly winter bill would be $71.13. This bill is currently $72.49 because an increase higher than this settlement amount had been put into effect June 1 pending a final decision. Thus, bills for the same amount of electricity will go down and refunds, in the form of bill credits, will be distributed in November. Even with the new rates, the price of electricity is about 5 percent less than it was in the winter of 1983.
