Under the tentative agreement that will be considered Wednesday by the City Council, Westlake Village would retain the land and allow the district to build classrooms for the preschool at a new park being constructed off Russell Ranch Road.

The city obtained the property - on Foxfield Drive near West Lindero Canyon Road - 10 years ago as part of a development agreement, Taylor said. The district sold 15 acres to a developer for $5.3 million, and gave a 1.34-acre parcel to the city. In exchange, the city granted a zoning change for the developer's land, he said.

The school district made the exchange on the condition that the city would return the land in 10 years if it didn't have a city hall or library planned for the site.

The council is considering the land - along with several other locations - as a future site for a new city hall or library. But with the 10-year deadline approaching this summer, the council this month voted on an ordinance A law, statute, or regulation enacted by a Municipal Corporation.

An ordinance is a law passed by a municipal government. A municipality, such as a city, town, village, or borough, is a political subdivision of a state within which a municipal corporation has been
 committing the city to the property. The council did not specify how the property would be used.

District officials questioned the move, since the ordinance did not entail entail, in law, restriction of inheritance to a limited class of descendants for at least several generations. The object of entail is to preserve large estates in land from the disintegration that is caused by equal inheritance by all the heirs and by the ordinary  a specific plan for the property.
