AGENCY TO AID EFFORT FOR OPEN SPACE; GROUPS' DONATIONS TO BE HELD FOR PURCHASE OF LAND.

A land conservation agency has agreed to hold any donations raised by two local groups trying to buy a piece of property in east Simi Valley Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969.  that some neighbors say is environmentally sensitive.

While no money has been collected yet, activists from the Susana Knolls Homeowner Association and the Country Open Space Association said the move by the Mountains Recreation and Conservation Authority will help their effort.

``We've appealed to conservation groups, so now we're waiting to hear about getting money,'' said Sybil Scotford, a member of the COSA CoSA Council of State Archivists

She said neither her organization nor the homeowner association have the legal authority to raise money to purchase land. Instead of going to the expense of obtaining that status, it made more sense to seek help from the conservation authority - a fund-raising arm of the Santa Monica Mountains Conservancy The Santa Monica Mountains Conservancy is an agency of the state of California in the United States founded in 1979 and dedicated to the acquisition of land in the Santa Susana and Santa Monica Mountains and the Simi Hills, north and west of Los Angeles, for preservation as open .

The conservancy board approved a resolution Monday that sets up an account into which the two groups can deposit money. The agency also will be able to put its name on grant proposals.

Conservancy spokeswoman Rorie Skei said donations to the group will have the same tax benefits as a donation to any other charity or government entity.

``I wouldn't say this is common, but we've done it before,'' she said.

The agreement does not require that the agency donate any money toward the purchase.

The money raised would go toward purchasing a 12.9-acre plot of land southwest of Kuehner Drive, which would then be established and maintained as parkland by either the Santa Monica Mountains Conservancy or the Rancho Simi Rancho San José de Nuestra Senora de Altagarcia y Simi is one of the land grants in California by the Spanish government. The name derives from Shimiji, the name of the Chumash village here before the Spanish.  Recreation and Park District.

The owners of the property, Rocky Peak Rocky Peak is the name of the 3rd highest point in the Santa Susana Mountains, which overlook both Chatsworth and Simi Valley, in Southern California.  and Keller Equities, have proposed building 26 homes, including four custom dwellings on the site.

But while the idea has gone through the city's planning process, the developer has met with opposition from residents to the south who say the land has endangered en·dan·ger
