Watts residents were concerned there was a link to the HIV testing because both programs are being run by Dr. Peter Kerndt, the county's top epidemiologist. Also, the top subcontractors on both projects are Charles R. Drew Dr. Charles Richard Drew (June 3, 1904 – April 1, 1950) was an African-American physician and medical researcher. He researched in the field of blood transfusions, developing improved techniques for blood storage, and applied his expert knowledge in developing large-scale  University and the Los Angeles Gay & Lesbian Center.

Kerndt could not be reached for comment and calls were referred to Schunhoff.
