AFGHANISTAN - Nov 3 - Karzai Declared Winner.


The election board declares Hamid Karzai the winner of the presidential election, capping a hazardous and often chaotic process that saw more than 8mn people brave threats and snow to vote for their leader for the first time. The announcement follows a three-week inquiry into alleged irregularities that prompted Karzai's challengers to question the poll's legitimacy - a claim officials pronounced insubstantial. Karzai, the US-backed incumbent, won 4.4mn votes, or 55.4%, beating Yunus Qanooni, his runner- up, by 39 points. Haji Mohammad Mohaqiq Haji Mohammad Mohaqiq is a high-ranking official of the Hizb-e-Wahdat political party of Afghanistan. He came to prominence during the Soviet invasion of Afghanistan and the Afghan Civil War, becoming one of the two most prominent Hazara warlords during the 1990s alongside Abdul  and Abdul Rashid Dostum Abdul Rashid Dostum (born 1954) is a general and Chief of Staff to the Commander in Chief of the Afghan National Army. His role as the Chief of Staff, however, is often viewed as ceremonial. [1] He is the principal leader of Afghanistan's Uzbek community. , both from northern ethnic minorities, followed with 11.6% and 10% respectively. None of the other 14 candidates got more than 1.4%. Zakim Shah, head of the Joint Electoral Management Body (JEMB JEMB Joint Environmental Management Board (US DoD) ), a UN-Afghan board overseeing the election, said: "His excellency HIS EXCELLENCY. A title given by the constitution of Massachusetts to the governor of that commonwealth. Const. part 2, c. 2, s. 1, art. 1. This title is customarily given to the governors of the other states, whether it be the official designation in their constitutions and laws or not.  Hamid Karzai...with 55.4%, is the winner of this historic election.  success". Despite the declaration, Qanooni's campaign declined to concede, saying it would meet other candidates to determine its position. Karzai's campaign team had no comment.
