George Runner George C. Runner, Jr. (born March 25 1952 in Scotia, New York) is a Republican California State Senator, who represents the 17th Senate District, which includes portions of Los Angeles County, San Bernardino County and Ventura County. , R-Lancaster, has arranged a joint Assembly-Senate aerospace hearing in the effort to forge a unified voice from state legislators to secure work for the nation's joint strike fighter program The Joint Strike Fighter (JSF) became synonymous with the later F-35 Lightning II, however until 2001 the term was applied to the competition between the Boeing X-32 and Lockheed Martin X-35. , expected to cost $750 billion to $1 trillion.

The Assembly Select Committee on Aerospace and the Senate Select Committee on Defense Conversion, Retention and Space Flight Industries will hold a joint hearing in early April to discuss how to bring the joint strike fighter program to California. The date will be set later.

Runner, the lead Republican on the Assembly committee, said the focus should be on creating a united front among state legislators.

``California's leaders need to be unified in sending a strong message to Washington, D.C. - the Department of Defense - and the main contractors that California is serious about JSF (JavaServerFaces) A standard framework of components for building rich user interfaces for Java applications. State Sen. W.J. ``Pete'' Knight, R-Palmdale, who is on the Senate aerospace committee, has joined with Runner and local officials to lure work on the joint strike fighter A strike fighter is a fighter aircraft which is also capable of attacking surface targets, including ships. It differs from an attack aircraft in that the aircraft remains a capable fighter.  to the Antelope Valley This article is about the Los Angeles County region. , need to compare costs at Palmdale's Air Force Plant 42 and the Texas and Missouri plants identified for production of the fighter.

Antelope Valley officials believe it would be cheaper to build the fighters at Plant 42's Site 4, where the B-2 stealth bombers were built. They cite the availability of a trained aerospace work force stealth aircraft manufacturing equipment and the availability.

Palmdale and the state Trade and Commerce Agency are spending $25,000 on a study of Site 4.

``There seems to be a perception labor prices are too high in California,'' Runner said. ``We might find that is a misconception mis·con·cep·tion

. In addition, the British Royal Navy is a probable customer.

Boeing and Lockheed Martin are competing for the production contract, and both are assembling JSF prototypes in Palmdale.

But Boeing officials have said they would produce the aircraft in St. Louis if cost objectives there are met.

Lockheed Martin officials plan for final assembly at Ft. Worth, Texas, if they win the production contract. However, the company would manufacture parts in Palmdale, and that could bring in as many as 5,000 jobs.

Boeing is considering Plant 42 as the site for the engineering-manufacturing development phase of the program, in which the final design of the aircraft is refined and the first aircraft for flight test are built.
