ADVO views the decision as a first step toward the Postal Service's strategy of becoming more marketplace competitive. The company applauded the establishment of a new Enhanced Carrier Route Subclass In programming, to add custom processing to an existing function or subroutine by hooking into the routine at a predefined point and adding additional lines of code.

The company also said that, for the Postal Service postal service, arrangements made by a government for the transmission of letters, packages, and periodicals, and for related services. Early courier systems for government use were organized in the Persian Empire under Cyrus, in the Roman Empire, and in medieval  to truly ensure its future viability, there must be even further recognition of the competitive pressures affecting different mail categories. The Reclassification proposal was designed to restructure the Postal Service's century-old mail classification system to enable the Postal Service to better compete in today's fiercely competitive marketplace.

"Today's decision is a solid first step toward making the Postal Service more competitively fit," said Robert Robert, Henry Martyn 1837-1923.

Kamerschen, ADVO's Chairman and Chief Executive Officer. "We are encouraged that the Commission's decision classifies mail in a more market-based manner and recognizes cost-savings created by more efficient mailers. However, we believe that the Postal Service needs a price structure which also recognizes that mail costs do not increase in direct proportion to mail weight, as the Postal Service's proposal and the record evidence demonstrated. This is particularly relevant to price-sensitive and weight-sensitive advertising mail which represents a major revenue growth opportunity for the Postal Service. Such facts cannot continue to be ignored as the Postal Service faces increasing competition from expanding technology and hand delivery systems."

The Postal Rate Commission's decision ends a ten-month period during which the presidentially-appointed Commission evaluated the Postal Service's proposal. The Commission's decision will now go to the Postal Service's Board of Governors for a vote.
