The valley is divided into two parts by Massanutten Mt., a ridge c.45 mi (70 km) long and c.3,000 ft (915 m) high. The Shenandoah River, c.150 mi (240 km) long, rises in two forks on either side of the ridge, uniting near Front Royal, Va., and flowing northeast to enter the Potomac at Harpers Ferry, W.Va..

This effort is being spear-headed by ComCARE Alliance with a cost-sharing grant from the Virginia Department of Transportation. The program has been ongoing over the past three years with the objectives of developing and deploying a modern integrated emergency communications system that connects various communities of federal, state and local first responders.

The initiative has brought together a diverse team of agencies and companies that include public safety, emergency medicine, emergency management and transportation, as well as, companies in the transportation, telecommunications and information technology sectors. Technologies and know-how are been being contributed by various companies including Xybernaut Corporation, DICE Corporation, GeoDecisions, Navigation Technologies, Optimus Corporation, mobileFoundations, Qualcomm, OnStar and others.

The system is designed for all types of emergencies/hazards such as bio-terrorism, traffic accidents, HAZMAT situations, medical emergencies, law enforcement/fire/rescue and many others.

The practices, techniques and technologies being demonstrated and evaluated are intended to be a model for other first responder scenarios being tested and implemented in the Northern Shenandoah Valley area and other locations throughout the U.S.
