will be presented the third annual Rudolph W. Giuliani Leadership

Award. The award was established by the Government Technology

Conference (GTC) in 2001 to recognize outstanding public sector

executives from government organizations in the state of New York

who have demonstrated exemplary leadership in building strong

alliances, fostering the development of new leaders within

government and effectively managing crises. The first award was

presented to then mayor, Rudolph Giuliani, following his

outstanding leadership during and after the September 11 attacks September 11 attacks

Series of airline hijackings and suicide bombings against U.S. targets perpetrated by 19 militants associated with the Islamic extremist group al-Qaeda.

Menchini has shown that by any standard his leadership and

contributions are worthy of recognition. He is no stranger to City

government, having served the City in various technology

management positions for 17 years beginning in 1980 at the Board

of Education as a Special Assistant to the Chancellor. During his

career, Menchini served as the Director of Citywide Information

Technology for the Mayor's Office of Operations. He also spent

three years as Vice President of Information Technology at St.

Francis College in Brooklyn, New York.

Under Menchini's leadership the City of New York has created a 311

Citizen Service Center which allows citizens to call one

easy-to-remember number to receive information and access to city

government services. All calls to 311 are answered by a live

operator, 24 hours a day, seven days a week and have immediate

access to language translation services in over 170 languages.

Service requests made via 311 are electronically transferred to

relevant agencies for direct service. Information about the 311
