BACKGROUND: The "Buy America" issue extends well beyond Telephonics
Corporation, Long Island and New York State. It is a
national issue that impacts the industrial and
technological base throughout the United States and has
direct consequences in job erosion, balance of trade and
potentially national security. In spite of receiving
fully compliant, competitive proposals from viable U.S.
suppliers, Federal and State Government Agencies, such as
the Federal Transportation Administration (FTA), the
Metropolitan Transportation Authority (MTA) and the New
York City Transit Authority (NYCT) and their prime
contractors may award major programs to foreign firms at
the expense of Long Island, New York State and U.S. jobs.
We must ensure that the Buy America and New York State
content obligations of these (and other) procurements are
not ignored, watered-down or compromised, so that the
procurement practices of federal and state government
agencies, such as the FTA, MTA and NYCT and their primes
meet the full intent of the regulations. Foreign firms
must not be afforded unfair advantages to the detriment
of fully qualified and price competitive New York and
U.S. based firms.
