State Controller Kathleen Connell Kathleen Connell was the California State Controller from 1995 until 2003. She is currently President of the Connell Group, an investment advisory firm located in Washington, D.C. Dr. will hold a first-of-its-kind public hearing on the future of Ballona Wetlands' Area C. This parcel, valued at $115 million, is the last major piece of undeveloped land in the City of Los Angeles
