TOPIC: An education reform plan that would annually test students in reading
and arithmetic and hold school districts accountable for the results is
expected to be approved by the Senate, according to an article by Reuters. The
reform reportedly would require school districts to show progress in student
performance, and schools that fail could face sanctions beginning in 2004. The
House and the Senate would also allow students in failing schools to receive
